E. Penny backer of The American Association for Highway Improvement, who is completing a two weeks' visit here, is most sanguine re garding the proposed International high way between Quebec and Miami, not for York has appropriated $1,500,000 to finish the road as a state highway of the first class from Rouses Point to New York city. From there to Philadelphia, but little needs to be done and that little will De jgged along bv the Quebec-Miami rooters. From the Quaker town to Balti more, the traveler will encounter only twelve miles of poor road, a sandy stretch between Perryville and Elkton, while between Baltimore and Washington, a boulevard will be an accomplished fact because enough of Maryland's five mil lion dollar bond issue to make it so, will be expended on the project. Probably the twelve miles previously mentioned will also be similarly cared for. "Southward from Washington via Rich mond, the problem must yet be solved in part. Short stretches of good road are Raleigh, at Pinehurst, which is famous for its sand clay roads, at Augusta, at Savannah, while down the Florida east coast the roads are excellent. "To sura it all up, it would seem that only two or three hundred miles are un provided for in the grandest highway in the whole wide world. A few mot e years and the tourist starting at Quebec, may glide swiftly and smoothly Southward through nature's most beautiful play grounds; touching the busy haunts of man, past the spots where history has been made on battlefield and in council chamber. "This marvelous unbroken ribbon of good road,' he declares, "would seem merely the attractive vision of the 'good roads' crank,' were it not for the fact that the Northern half, and many im portant links in the Southern, are com pleted or provided for by adequate appro priations. The recent American Road Congress at Richmond, brought together, among others, the leading advocates of this great highway, representing Canada and every state along the proposed route, and these men formed an Interna tional Highway Association to put the enterprise through. "Canada reported funds in sight and work underway to complete the highway between Quebec and Montreal and thence to the Canadian line at Rouses Point. The Legislature of the state of New to be found on each of the two most favored routes between Washington and Richmond. The short route of the Capi tal Highway, via Fredericksburg, will re quire the improvement of about one hun dred miles of road. The state of Vir ginia will supply convicts as laborers and the government might lend some of its highway engineers. From Richmond to Petersburg, the way is good, while the Virginia counties at the North Carolina line are in shape for their link in the great chain. There are oases of good roads at frequent intervals such as at history begun, or visit the birthplace of our national liberty, Yorktown. "To make the great enterprise a success, to give to America a greater than the "Appian Way" is the splendid purpose of the men who formed the association dur ing the Richmond Congress, among them such workers as Leonard Tufts, Preston Belvin of . Richmond, H. D. Hadley of Plattsburg, N. Y., and George A. Simard of Montreal. The American Association for Highway Improvement, the clearing house for American Associations, I hardly need add, cordially approves and sup ports the Quebec-Miami Highway."
